Askyar Laishev, a former Ukrainian security official who joined the Russian-backed Luhansk People’s Republic as its intelligence chief in 2014, was killed by Ukrainian resistance forces in Donbas on August 11. Newly released surveillance footage shows Laishev’s car blowing up on Shevchenko Street in the Russian-controlled city of Staroblisk in Luhansk, which fell into Russian control last month.
