Justin Wayne Collins The man Kelowna RCMP are holding up as an example of the province’s so-called “catch and free” justice system will be behind bars for the foreseeable future. Justin Wayne Collins had his bail revoked Friday during a lengthy hearing before Judge Gregory Koturbas. He appeared via video conference wearing a gray and white shirt. Collins, 45, was arrested by police Thursday morning in the 1400 block of Water Street. The arrest came just three days after Collins was released on charges of assault, disorderly conduct, theft of mail and violation of probation. He was also on bail at the time and his release, publicized by the RCMP, caused an uproar from the community. RCMP say they now have 423 files related to Collins. The bail hearing process is subject to a routine publication ban, meaning that all evidence presented to the judge and the reasons for his decision will remain behind closed doors. Collins is scheduled to appear in court again via video conference on Sept. 8.
