Photo: RCMP Just three days after being released, Kelowna RCMP re-arrested Justin Wayne Collins. Police say they now have 423 records relating to the prolific offender. “We will continue to do our job professionally, consistently, while actively engaging all available supports and services. The Kelowna RCMP supports system change to address repeat property offenders that effectively address the underlying and root causes of crime,” said Const. Mike Della-Paolera on Thursday. RCMP say Collins was spotted shortly after 9 a.m. Thursday in the parking lot of the 1400 block of Water Street, tampering with a vehicle. “When RCMP officers arrived on scene, the suspect was no longer in the area, however through surveillance, investigators confirmed that Justin Collins was the shooter,” Della-Paolera said. A little more than an hour later, officers located and arrested Collins on outstanding warrants for probation violation and possession of stolen property. Collins is currently being held in custody pending a court appearance while investigators forward charges to the P.C. District Attorney’s Office. On Tuesday, Kelowna RCMP warned the public about Collins’ release, saying his presence “in your business or neighborhood creates a significant public safety concern.” Before his latest arrest, he had 64 charges against him since 2016, including assault, robbery, theft, disorderly conduct and indecent acts. Kelowna Mayor Colin Bashran called out the provincial government after his release, saying “something has to change.
